GumSmoke: The Parody is a parody ROM hack where Bill Gates hatches a vile plan of global conquest involving a time machine.
So, Gates' time machine also allowed him to be implanted within the shootemup Gun.Smoke. He's there to prevent kids from beating the game unless they fork over bags of hard currency to his Global Conquest Substations, conveniently located on every street corner.
